Glass is cured on the hatch, by far my worst fiberglass job(sloppy) but it has almost a gallon of resin in it and I'll sand it down a little and fill in the gaps with 5200

Unless you are using a very high pressure hose like a commercial one or very expensive one, I can tell you from experience with a 2300 psi washer you will just make a big mess and remove little foam. The best tool for me was a long hand saw right down along the edge of the tank. You need to break that bond and don't necessarily need to remove all the foam initially.
