In pa we have to get our vehicles inspected every year. Its a pain. But I guess it keeps us safe. Alot of shops rip you off. Charge for stuff u don't need. I think they should make people take the driving test over again!
 
Oregon, we have to get emissions test and they look for smoke. I’ve had two Mitsubishi Montero, which I loved, but after piling up some mileage, the valve guide seals started leaking. After idling at a stop light, they belched out a big cloud of smoke. Fixed both with new seals, made easier with a clever device that screwed into the spark plug hole, snap on compressed air to hold the valves shut solid and do one cylinder at a time. Still passing tests with high marks at over 300k miles on the latest unit. Honest shops are hard to find.
 
Yeah. We have emissions test in some counties but not all. The county i live in and vehicle that drives over 5000 miles a year u need an emissions test, obdll hooked to a computer. But the county 5 min down the rd doesn't need it. But emissions related stuff needs to be on vehicle. So a gutted cat is ok as long as it looks good.
 
We have exempt counties too, but none around the Portland metro area. Here they shove a sensor up the tail pipe and get a computer printout.
 
I live in NC now, they have safety inspections state wide, emission inspections for specific counties. I was an inspector when I worked on cars back in 85-89. I remember when the emission stuff rolled on, we got a letter explaining the increase revenue the new inspections were going to create, It was never about the environment. The exhaust sniffer was pretty expensive, so we opted out of inspections. I moved to SC in 98, they used to have statewide inspections, but after a cost analysis, they determined it was costing the state too much money to run a safety inspection program and they eliminated it. I moved back to NC last year and had to have my 06 Dodge Ram inspected. I've got it registered in a non emission county. It took me a while to find someone to inspect it
