Is the cable a method of storage or temporary tie-up?...how does the tie-off rope stay where you can get to it?...
 
THEY STAY THERE U PULL THE ROPE AND THEY COME TO SHORE OR SALLOW WATER AND YOU GET IN UN HOOK AND AWAY YOU GO
