primer bulb

should there always be pressure in the primer bulb. my bulb never really has pressure unless i pump it when its not running.....i am new at all this my grandfather took care of all this
 
It varies.
Depending on the fuel pumps ability, the vacuum applied, the condition of the carb seats, fuel delivery, etc.
My normal take, if the engine does not have a problem then there is no problem.
Ended up replacing a fuel pump on my daughters boat last week and the bubble stayed tighter than when I owned the motor.
 
Technically the primer bulb is just to get the fuel to the carb initially then the fuel pump takes over. At that point the bulb becomes a fat piece of fuel line.
